Ag Groups rally for relief - Appeal to Commerce Secretary on fertilizer duties

Amidst growing concerns over fertilizer shortages causing hardship for U.S. farmers, the National Corn Growers Association (NCGA) and a coalition of 62 agricultural organizations, including state corn grower associations, have jointly penned a letter to Commerce Secretary Gina Raimondo.

Their collective appeal calls on the Commerce Department to acknowledge the challenges faced by farmers as it reevaluates duties imposed on phosphate fertilizer imports from Morocco. 

This appeal follows a directive from the U.S. Court of International Trade, instructing the agency to reexamine its previous decision regarding the calculation of these duties. 

The levies on fertilizers have led to a substantial reduction in imports from Morocco, one of the primary suppliers of specific phosphate fertilizers to the U.S., particularly impacting American farmers financially. 

The letter underscores the significant price fluctuations witnessed over the past three years, with phosphate prices surging by over 230% from 2020 to 2022. In 2022, farmers spent a staggering $36.9 billion on fertilizer and lime, compared to $24.4 billion in 2020. 

This issue emerged in February 2021 when the Commerce Department called on the International Trade Commission to impose nearly 20% duties on imported fertilizers from Morocco. This decision followed a petition by the Mosaic Company, a fertilizer manufacturer, which sought these levies. The ITC subsequently voted in favor of imposing the duties, extending them to Russian fertilizer imports as well. 

In response, NCGA and state corn grower associations launched a comprehensive campaign aimed at raising awareness among policymakers, including members of Congress and administration officials, regarding the adverse impact of these duties on farmers. The campaign featured media outreach, written statements, and farmer testimonials. 

While the recent court ruling was viewed as a partial victory, agricultural advocates emphasize the need to eliminate trade barriers entirely to ensure the success of American agriculture in the global marketplace. 

The letter underscores the critical importance of market access for American agriculture on a global scale and highlights that obstacles such as fertilizer duties impede the establishment and expansion of markets. 

Unless further delays arise, the Commerce Department is expected to conclude its administrative review by November 1 and issue its remand determination by December 13.
