SAFE Act Strengthens Animal Disease Prevention and Protects Agricultural Exports

Iowa 4th District Representative Randy Feenstra, in collaboration with California Congressman Jimmy Panetta, has introduced the Safe American Food Exports (SAFE) Act, a crucial step towards protecting the nation's agricultural export industry in the face of animal disease outbreaks. This bipartisan legislation aims to fortify agricultural trade policies and mitigate the adverse effects of such outbreaks. 

The SAFE Act, with its primary focus on amending the Animal Health Protection Act, is especially significant for Iowa, the second-largest agricultural exporter, which contributed nearly $14.3 billion worth of farm goods to the export market in 2021. 

By codifying the U.S. Department of Agriculture's role in negotiating regionalization agreements, the bill ensures the safe export of livestock, poultry, and other animal products from unaffected areas during outbreaks. 

To further enhance preparedness and response capabilities, the legislation establishes a comprehensive notification system. The Administrator of the Food Safety and Inspection Service will directly inform relevant agencies, state departments of agriculture, and livestock producer organizations about changes in import or export status. 

Stakeholders, including the Iowa Turkey Federation and the National Association of State Departments of Agriculture, have rallied behind the SAFE Act, recognizing its potential to safeguard the industry's stability and growth. 

Representative Feenstra is resolute in his commitment to advancing the legislation, either through inclusion in the Farm Bill or through separate consideration on the House floor. He underscores the importance of protecting Iowa's ability to produce and export agricultural goods, assuring both the nation and the world of a steady supply. 

The SAFE Act represents a critical measure to strengthen animal disease prevention, enhance trade policies, and secure Iowa's position as a vital contributor to the agricultural export market.
