Resolution aims to secure farm economic safety net

Recently Congressional leaders introduced a Continuing Resolution to address the critical needs of the farming community by proposing $10 billion in aid for crop producers. This initiative is aimed at providing an economic safety net for farmers concerned about the expired Farm Bill.

The resolution employs the payment mechanism defined by the Farmer Revenue Assistance Mitigation Act, which considers three critical variables: the national season-average price, the 10-year national average yield, and the projected 2024 cost of production.

In this new proposal, the payment factor is adjusted from 60 percent to 26 percent of the estimated economic loss, incorporating a minimum payment safeguard.

The minimum payment, pivotal for farmers, is determined by 8 percent of the statutory reference price from the 2014 and 2018 farm bills and the national Price Loss Coverage payment yield set by the USDA.

This structure benefits crops like barley, peanuts, and rice with a minimum payment exceeding the initial estimates, while others such as corn and soybeans will receive payments based on the estimated calculation.

The resolution faces a tight deadline for passage to avert a government shutdown by December 20. With endorsements from prominent leaders like Speaker Mike Johnson and Senate Majority Leader John Thune, the bill's future remains uncertain amid opposition from some GOP members who prefer postponing funding decisions.
